Portugal Golden Visa for Americans

EU residency — and a path to an EU passport — for a €500,000 fund investment, with almost no requirement to live there.

Type
Residency → path to EU passport
Minimum
€500,000 (qualifying fund)
Stay required
~7 days/year
Permanent residency
At 5 years
Passport (eventual)
EU · ~188 destinations
Citizenship
5→10 yrs (2026 law; unsettled)

Portugal's Golden Visa is the classic way for an American to hold EU residency without leaving the US — the physical-stay requirement averages just ~7 days a year. The 2023 'Mais Habitação' reform removed the real-estate and capital-transfer routes; the main path now is a €500,000 qualifying investment fund (recoverable capital, not a donation).

It has historically led to an EU passport at 5 years — but a 2026 nationality law extended naturalisation to 10 years, and whether time already accrued counts is legally unsettled. The residency itself is unaffected; only the passport timeline moved.

Investment routes

RouteMinimumNotes
Qualifying investment fund€500,000CMVM-regulated, ≥5-yr hold; capital typically returned in 6–10 yrs — the most popular route
Scientific / R&D€500,000Transfer to an accredited Portuguese research institution
Cultural / heritage donation€250,000 (€200k low-density)Non-refundable donation to approved arts/heritage bodies
Company / job creation€500,000 or 10 jobsBusiness investment creating jobs
Why Americans choose it
  • Near-zero stay requirement (~7 days/year) — an EU 'insurance policy' without disrupting US life or work
  • The €500k fund route is recoverable capital, not a sunk donation
  • Covers the whole family — spouse, dependent children, and dependent parents on one application
  • A path to an EU passport (live/work anywhere in the EU) without relocating
The honest cons
  • AIMA processing backlogs — realistically 12–24+ months to first cards
  • The May 2026 nationality law doubled the citizenship wait to 10 years and left the clock legally unsettled for in-progress investors
  • The real-estate route is gone (removed 2023) — only fund/donation/R&D/jobs remain
  • NHR tax break closed to newcomers; the IFICI successor is far narrower
The US-tax reality

A Golden Visa is Portuguese residency, not a US tax escape. As a US citizen you keep filing US taxes on worldwide income no matter where you live. And because the low-stay rule means most holders never become Portuguese tax residents, there's little foreign tax to credit either. Only formally renouncing US citizenship ends US taxation — a separate step that can trigger the §877A exit tax.

Frequently asked

Does the Portugal Golden Visa still lead to an EU passport?

Historically at 5 years, but a May 2026 nationality law extended naturalisation to 10 years, and whether residency already accrued counts toward it is legally unsettled pending regulations. The residency and its benefits are unaffected — only the citizenship timeline is longer and uncertain.

Can I get a Portugal Golden Visa with real estate?

No longer — the 2023 'Mais Habitação' reform removed the real-estate and capital-transfer routes. The main option now is a €500,000 qualifying investment fund, plus donation, R&D, and job-creation routes.
